Jane Frawley is the Manager of Community Services Branch at Logan City Council and has worked in five of South East Queensland fastest growing local government authorities over the past ten years. Jane has a background in social and strategic planning, social policy and community service delivery. Her current role focuses on leading of team to professionals to provide quality services and planning to the community of Logan City across four key program areas: Sport and Recreation, Social Planning, Community Development and Safety and Leasing and Facility Management.

Jane is also the QLD Convenor of the Social Planning Chapter for Planning Institute of Australia and is passionate about combining great planning with excellent services to achieve community outcomes and is motivated by making a difference to communities that she works in. Jane is hoping that through her role as Vice President she can help work with the committee to create a QLGCSA with renewed energy that delivers the right mix of training, sector development, tools and support required by everyone who works in the Local Government Community Service Sector in QLD.

Jan has 20 years experience in local government. She has worked at Mackay Regional Council, and previously Mackay City Council, for 11 years and was at Coffs Harbour City Council for 8 years prior to that.   Jan's strengths are in management, organisational change and community engagement. Jan has held various executive positions on the QLGCSA since 1999 and was President until 2010.

John Cook
Community Planner, Moreton Bay Regional Council

John has worked as Moreton Bay Regional Council's Community Planner since June 2009, where he has portfolio responsibilities for affordable housing, social impact assessments, community facility planning and liaison with Council's Strategic Planning Department on a range of initiatives. On completion of a Masters degree in Social Planning and Development in 2006, John worked as a project officer assisting in Brisbane City Council's inaugural Homeless Connect initiative. He then worked as Social Planner for the Maroochy Shire, and subsequently, the Sunshine Coast Regional Council where his focus was community policy development

Bruce heads up the Community, Youth and Cultural Development Unit at Bundaberg Regional Council. He has had over 25 years experience working with young people and the community both in Australia and overseas. Originally starting at the Whitsunday Shire Council over 12 years ago as their Youth Development Officer, Bruce has established strong links with communities throughout his work, and continues to do so today. Previously he has worked with community organisations in the areas of emergency and long term accommodation, community services and youth groups/programs.
Kent Stroud

Kent has been employed in Local Government for 9 years with a background in the community and youth sector. His work experience includes managing a diverse range of community, cultural and recreation services in some of the fastest growing Councils in South East Queensland.

Currently the Branch Manager of Community Services at Brisbane City Council with responsibilities including a Program budget of $150m and 260 staff in various disciplines such as Active and Healthy, Community Development, Community Facilities, Creative Communities and Councils iconic City Hall.

Kent holds a bachelor of Social Science from Queensland University of Technology, a Graduate Diploma of Business Management from the University of the Sunshine Coast (USC), and is currently studying a Masters in Business Administration at USC. In 2007 he was awarded the Local Government Managers Australia, Young Manager of the Year Award for Leadership and Management Excellence.


Mark McCormack
Manager of Community Services, Arts and Heritage department.
Moreton Bay Regional Council

Mark has worked within the Local Government sector (both rural and metropolitan) for over 8 years in the areas of Community Development, Community Services and Arts and Culture. Currently Manager of Moreton Bay Regional Council's Community Services, Arts and Heritage department, Mark is responsible for over 240 staff and an annual operating budget in excess of $15m.
Mark's academic background spans the fields of Social Science, Personal Training, Disaster Management and Business Management.
